Corsair Lights not all lighting up

Hello everyone, I have built this pc a couple years ago and it has been an issue for a while.

I have 6 Corsair LL Series LL120 RGB 120mm fans and a corsair 280x rgb case.

Only 3 fans light up rgb most the time, randomly the other 3 fans rgb will turn on, I think its related to software. 

All the fans spin all the time.

I moved one of the fans connectors to another place on the Corsair RGB LED Fan HUB, but still the same 3 fans lights work.

I tried a fresh install and deleted all the app data, that doesnt help.

I moved the rgb hub to positon 2 and that doesnt help.

So I was able to figure it out because I had a second rgb led fan hub to play with.  Only the first 3 hubs of the first controller work and only the first 5 hubs of the second controller work.  Two faulty controllers.
