iCUE causing system instability on X670(E) platform

I've been talking to ppl on Asus forum to find the issue i have and ended up narrowing the cause of my main issue down to iCUE.

Through many windows clean installs, I've found the latest version of iCUE was causing the micro-stuttering of my system, making any game I play stutters every second without an actual frame drop. since last night, I've clean installed windows 11 to 21H2 and installed everything I'd normally use except the iCUE and everything is now running buttery smooth.

my current system is running with

ASUS Crosshair X670E Gene

Ryzen 9 7900X

G.Skill Trident Z5 F5-6000J3038F16G (2x16GB, Expo I at 6000MHz)

no other manual OC, everything in the bios set at auto with Expo
