Key assignments Icue 4.28.177 some strange behaviour

I tried to get some simple key assignments to work, pressing a key should give out a simple text, like

Ä = Ae

ä = ae

ö = oe

Ö = Oe

ü = ue

Ü = Ue

the problem is that I instead get UE instead of Ue or OE instead of Oe,  AE  instead of Ae and Ae instead of ae. 

I recorded macros for that, for example Also strange that the key is not always displayed as expected. And the interface doesn't show if it is a capital letter or not.

Anyone able to guid me or did I just discover a bug?
