The Commander Core comes with the Elite series AIO units and it is required to power the pump on that model.  It has 6 RGB control headers for fans on one side and 6 PWM speed control headers on the other.  If you have more than 6 fans, you will need additional fan speed and/or RGB controllers.

Why don't you get a 5000x case and it will come with 3 fans and a lighting node to power and light the fans off of 1 header?

The SP-Elite from the 4000x or 5000x are RGB identical to the ML-Elite that come with the AIO.  Both fans are 8 center hub LEDs and CUE refers to them that way, not by their model name.  They are meant to work together as case/radiator fans.
