Are there plans to make a compatible water block for the Sapphire 6900XT Toxic Air Cooled edition?

I would contact Corsair directly. I asked this question for my MSI 6900XT Gaming Z Trio and didn't get a response. Since the 6950s, 6850s and 6750s release is just around the corner, I would guess they aren't going to make one. You might want to check Bykski, Ekwb, to name a few.
