Can't download ICUE Installer

I put together a brand new PC. Everything is working flawlessly with the exception of ICUE. 

 

When I try to download the initial set-up for ICUE the download speeds are sub 1kb/s until it ultimately stalls out and says there is a network error. My internet speed is fine. I have 1gb download speed. I can cancel the attempted ICUE download and download other programs or entire games no issues.

 

I previously used ICUE on my old pc as I have a corsair rgb mouse and keyboard and never had any issues, with the new pc I have sense added corsair vengeance rgb ram and rgb case fans.
