Question about the Coesair Obsidian 750D full tower case

I have an old Corsair Obsidian 750D Full tower case which has two USB 2.0 and two USB 1.0 ports on the front panel. If i connect the front panel connector to the USB 3.2 Gen 1 connector on an ASUS ROG Crosshar Hero VIII AM4 motherboard will all four ports work or only the two USB 2.0 ports?

The question comes up because when i built the system, all four ports did work for a bit and now only the two USB 2.0 ports work. Device manager does not show any issues.

Corsair 8 GB 3200 MHz DDR4 LPX RAM x 4

Corsair Commander XT hub
AMD 5950X CPU
MSi NVidia RTX2070 GPU
Samsung EVO 970 1TB m.2 SSD

I was told on Tom's Hardware forums that the USB ports on the motherboard can only connect to two other USB devices, i.e. the front panel connector will only work with two of the four ports.  Is this correct?  If so, why was all four ports working previously?
