Inject macroes to lock in only one program

The Windows 10 media controls are useful, but they are too stupid. They control the most recent media *AND playback controls in FL Studio at the same time. I've tried everything humanly possible to numb these controls.

 

FL Studio can't do it.

Bome's MIDI Translator Pro can't do it.

Google chrome flags can't do it.

Windows sound settings can't do it.

AutoHotkey can't do it.

VoiceMeeter can't do it.

YouTube Music hotkeys are device specific, so they can't do it.

YouTube Music staff can't help.

Microsoft is entirely incompetent.

 

Is there a way to set macroes on these keys to control only YouTube music (Google Chrome); while numbing output to any other program?
