c-attack
When you first power on after connecting new gear, it usually defaults to some rainbow pattern until CUE loads. At this point all software controllable items become selectable but also require you set them up. On your RGB controller on the LL fans (Lighting Node Core, Lighting Node Pro, Commander Pro, etc) go to Lighting Set-up and select the fan type (LL) and the number of fans on that channel (1-6). Once you have done the set-up, you will then see a normal interface in the Lighting Effects panel. Add a lighting effect and choose something from the drop down list. You will need to do this for each controller. Each controller acts like a separate lighting group. This can be a positive or a negative depending on intent. You have a lot of fans so there is some management involved. For relatively quick settings, you can use the "Lighting Link" options to apply one of several core lighting patterns to ALL CUE capable devices in the system. However, LL fans have some unique patterns of their own and other devices are not capable of executing them. Those special LL/QL fan effects must be applied to the fan RGB controller only. When you have multiple RGB fan controllers, it's easy to get "out of sync" for basic patterns when setting them up because you create/apply the effect to the fan at different times. CUE has become much better at automatically resetting the lighting clock so effects sync up. However, you can manually reset the clock to bring patterns back into alignment by changing to a different profile, then changing back to put the clock at 0 again. c-attack
That is probably a motherboard USB power issue. It is relatively common for X570, B550 AMD board owners. Try a direct connection to the MB if possible. Otherwise you will need a SATA powered USB hub.
