I've spent 2 days on the Windows Bluetooth troubleshooting page and I've exhausted my options there. Windows is fully updated I would try reset the CMOS first, you want to power the unit down, unplug everything and hold the CMOS reset button for 10 seconds. (the button is near the WiFi antennas.), connect everything back and see if it works.
