I would be concerned if they stayed there but they drop pretty quickly. With the Skylake+ processors, it's not unusual to see them spike. Keep in mind that 10% usage is across all 8 threads ... to it's possible that a single thread, on a single core, is at 100% or nearly so. Furthermore, unless you've delidded, the Intel TIM between the cores and the heat spreader is notoriously crappy, which makes it a little more difficult to transfer the heat from the core to the cooler. This also results in "spikey" temperatures.
