Are RMAs replaced with brand new units ?

I opted for the express RMA which required a hold of a full retail cost of the PSU ($220 CAD) which will get charged if they determine whatever happened isn't covered... I'm assuming this means they replace it with a brand new one?

 

Also how strict is the 10 day until they charge me? It's awfully unfair to the Canadian customers we have to pay insane shipping fees and they expect it within 10 days to get from east coast canada to west coast US..

Corsair’s entire liability and your exclusive remedy for any Corsair product that is not operating in accordance with its published technical specifications is at Corsair’s discretion: 1) to repair or replace the product at Corsair’s expense, or 2) to refund the price paid less a usage fee of 10% of the purchase price for each year since the date of purchase.

Most of the times it is usually a new unit. If it was a refurbished unit, it would have a /RF at the end of the part number if i recall correctly.
