New computer / new issues / h100i gtx

My wife bought me a H100i gtx for Christmas, Installed it on a i5-4650k rig that I was running. Worked wonderfully on that Haswell chip even when OC'd to the moon (ie 52 - 58c). Built a new machine a couple weeks ago, based around a i7-6700k, and have two issues so far.

1. No matter what I do at idle the fans say 0rpm and every once and a while will show like 800rpm and then back to 0. But under load an rpm will show.

2. I feel that my temps are a high under full load 85-88c idles around 27-30c

I Know prime95 has its issues with skylake cpu's so I even ran intelburntest.

During the build I noticed that the screw/nut that hold the cpu water block down bottomed out before i really had to put any effort into screwing them down. I used a very small diameter screwdriver to avoid using to much force. I built a SFF rig for a friend a couple weeks before this one and don't remember if the nuts bottomed out before I stopped or not ( same cpu and cooler, different mobo and case since this was a mATX build. His machine has similar temps.

Have you disabled fan control for the CPU_FAN header in the BIOS? If not you need to.

You should add your PC specs to your profile rather than post them.
