It is, but some users don't want to update past CUE 1.7 so they can keep their advanced mouse settings. (or are happy with the way things are working and don't want any change whatsoever) I'd think this would be a welcomed feature, even if few were to use it. So, if my wife is signed in, then I swap to my profile, there's a 20% CPU usage in the background going on. If my kids are also signed in? Yep. 20% for each of them. It's great!
