When you're in a country, like the U.K. that uses higher voltage, you're going to use less current. 3A power cord should be fine... fused or not fused. Now... that said, there are some PSUs that are NOT as universal as the HX. Some cheaper ones require a manual switching of the input voltage (a switch that goes from 115V to 230V) and some are "230V only", like the VS Series.
