H110 high rpm and 90c on load temps

I've had this installed for just under a year now and it's been working fine. Idle temps on my 4770k at around 30c and on full load about 50c. Recently I moved and set my system up. Was operating fine for two weeks then suddenly I'm getting very high temps. (At one point it hit 100c before I shut it off quickly.

 

I've read the forums here and done some troubleshooting. Replaced the thermal paste and reseat the block. I've noticed very high rpm readings up to 8300rpm. I can feel the pump vibrating tho it is quiet. The tube leaving the cpu to the radiator gets very hot, while the one from the radiator to the cpu is cold. Running out of options here, should this go to rma?

I actually did tighten it down very well. New thermal paste as well. My biggest concern is over the 8300rpm my motherboard is reading the cpu fan speed at, since it's supposed to be just 1500. It's not making any excess noise though, which I would assume would be the case if it were overloading so much.
