They have changed quite a bit. CPUs and especially Graphics cards have got more power efficient. It doen't take no where near the same amount of power to run a high end system now as it did 3 years ago. A system that had 2 GTX 680s and required a 850w power supply 3 years ago may only require a 600w psu with 2 1080s now.
