Default H80i V2 tube coating detached from sealing

Hi everyone, excuse me for bad english.
I just built a new rig and inspecting the cooler for leaks (the cooler is 3 years old) i noticed that the coating of the tube going into the radiator has detached from the sealing, i will provide a photo because i can't explain it better with words, is it safe to use? i'm kinda paranoid, the build is pretty expensive.

The plastic/vinyl "sleeve" is mostly decorative while providing some measure of cover over the rubber wall hose underneath. The rubber is the real protector. If it bothers you, try taping the end with either weatherproof tape or something similar. Frankly, plain electrical or duct tape will work just as well since it will only hold the sleeve in place and not provide any actual "sealing" duties. You can also contact Corsair Tech support and see what they say.
