New RM850x starting for a split second and immediately turning off

So I build a new PC and at first everything seemed to be OK, even installed windows and everything. Suddenly the next day, after a normal reboot, my motherboard would display the VGA LED that meant it would not recognize my GPU (which was mounted in the PCI-E 3.0 slot). After some tweaking I found out that using the PCI-E 2.0 slot it entered windows normally again. Day 3, I updated the chipset driver as well as the motherboard bios, tried the PCI-E 3.0 slot again wishing it would work but not only it didn't but it turned off and the problem in the title started happening.

 

At first I thought it was a motherboard problem but after extensive tests I finally used another PSU and it worked. I used my new corsair PSU on my old PC and indeed it starts for half a second and turns off. I have to note that I do have experience building PCs and when the troubles started I even called a proffessional who confirmed that everything was connected properly.

 

So, is something short circuited and what can I do?
