Corsair 650W Not running, suggestions?

So, long story short: My psu doesn't start, at all.

 

 

I have been assembling my pc since this afternoon and would like to know if there are any failsafes for my psu, if there is something particularly NOT attached to my psu (a fan, ssid, audio cable).

 

 

I'm a bit nubby, and have consulted two additional guides, one of them provided in the faq section, to no avail.

 

 

power sw is hooked into the pw slot,

the 24 pin power cable is hooked up,

the 8 pin is also hooked up,

I wasn't sure about the fan, but the ******** comes with 3, slots.

power running from the psu to the wall, set to on, nothingg.

 

Assistance would be much appreciated. >,<

I have a dell xps 435mt and I put a corsair 650w in yesterday and I get nothing as well. All I get is the motherboard light fading in 5 sec intervals. Plugged in old PSU to test and it fires right up. I havent tried paperclip test yet to test if its bad.
