(Presumably) iCue Causing Video Stutter When Gaming

Just got back from a week long vacation and had a driver "update" on my Rx480. It was actually a downgrade as they recommended reverting to 18.9.3 from 18.10.3. Also downloaded the new iCue Software Update (3.9.93) and after updating, I loaded up Black Desert Online and had Youtube playing on my second monitor, as I normally do, and the video stutters and freezes constantly. It does continue to play but it shows a single frame (as if a picture) before updating to a new frame after a few seconds. When I focus to desktop or click on the window, it will continue to play as normal.

Edit: Might be of note that I did a clean install of video drivers so previous drivers were completely uninstalled
