The AX1200i uses our Type 3 cables. The Type 4 Gen3/4 kits are not 100% compatible with your specific PSU. If you purchase those kits you will need to purchase a Type 3 24-pin cable separately.

The ATX standard allows for a +/- 10% on the voltages. We allow for a +/- 5%. Based on those standards your unit is still well within the normal operating spec for the 3.3v rail.

That specific PSU has a zero RPM mode and will only spin up the fan when necessary to actively cool the power supply. You most likely aren't pushing the unit to the point it needs to actually spin up...
