Fans do make noise, that is true. I just find that corsair fans (120sp/af quiet edition) do alright...

Are they all the same kind of fan?
Check the specs on the fans and see if they show min/max RPM.

The fan is a Noctua NF-F12 PWM

2. Pretty sure SIV can't control motherboard fans (you'd need to buy a Commander Mini).

Edit: I think the rest is doable, though maybe not 5.

I also get that happening a few times a day, although I think there is a minimal temp increase. It isn't a ramp up like it normally does, it's a quick burst.
