Fans do make noise, that is true. I just find that corsair fans (120sp/af quiet edition) do alright...

Check the specs on the fans and see if they show min/max RPM.

I also get that happening a few times a day, although I think there is a minimal temp increase. It isn't a ramp up like it normally does, it's a quick burst.
