If you accidentally supplied power to the Y connector port on the H100, then it is likely fried.

Looks like I fixed my problem. I completely took out the cooler, reseated the backplate, and reapplied the thermal paste. I think the issue was with the backplate, it might've caught and wasn't...

I don't disagree here, the symptoms look very much like a bad contact, yet when I take off the pump, the paste is spread out over the CPU, which seems like there is decent contact. Very confusing...

Yes, the CPU jumps to about 90-100C almost instantly. We are talking in a matter of about 5 seconds.
