I went back and redid the 400rpm test as you commented it was unexpected, and it turns out I must have misconfigured it.

I believe it was probably set to quiet instead of a fixed rpm. The new results are nowhere near the previous temps. Coolant temp skyrocketed to 47 degrees even with the 2800rpm pump speed. I quit the test because the temperature just kept on increasing.

The 1600 and 1200 fan speeds were consistent with the previous results, but the 400rpm runs are invalid. - my bad

Thank you for sharing the data. Very interesting results. Typically the sweet spot for coolant temp vs noise is around 1200-1300, but it is certainly fan dependent.
