Most GPU's as standard suck in cool air from underneath and pump hot air out of the back of the case (theory at least. Even at 100% my HD6870 hardly pushes any air out of the back with the finger test). The 200mm fan would bring in fresh cool air at the bottom of the case, slightly cooling anything in it's path and providing the GPU's with fresh air to breathe. Flipping the fan around to act as an exhaust would not introduce that cool air from the side and could possibly have the GPU's competing for extra air (some negative pressure spots are a possibility).
