Default Is it possible to set LL series fans to 0 rpm?

Purely for academic purposes, and fan identification purposes, I am wondering if it is possible to set LL140/LL120 to 0 RPM.
I have 3 LL120s cooling an H150i Pro radiator
and 3 LL140s as case fans.
All hooked into a Commander Pro.
I created a performance profile labeled "OFF" with a fixed RPM of 0.

When I try to apply that to the fans, they don't spin down to 0 rpm.
Wondering if this is even possible, or am I (likely) just doing something wrong?

Thanks!
