Is it possible to limit volume adjustments per click?

I'm using a Scimitar Pro mouse and have assigned two buttons to adjust volume up and down in Windows. Unfortunately it changes quite rapidly and it's not unusual to accidentally increase the volume with 8-10 steps if I hold it a millisecond too long.

Usually this wouldn't be a big issue but unfortunately I own a pair of speakers that are quite awful. They are built to be absurdly loud so I usually have the volume at 2 out of 100 in Windows. Accidentally increasing it up to 10 feels like being at a concert which I assume isn't appreciated by my neighbors.

Is it possible to adjust the increments to maybe one or two each time I click the button while having to release it and click again for another volume change?
