How to get different lighting effects to go off at different times in CUE

I don't understand why, but I can't seem to get different lighting effects to play at different times as one another, instead they all go off at once. I tried setting the times differently, one starting at 0-2.5, one from 2.5-5, one from 5-7.5, and one from 7.5-10, but even though I did this, all effects play at the same time. Help would be appreciated.
