A theoretical maximum? Or appropriate for your CPU/Cooler combination?

 

As to the first, once you hit 50C coolant temp you are going to run into issues. Even at factory default settings, your standard Vcore at max will raise the CPU temp by +30C, which immediately puts you over 80C at the desktop. Most people who get up near 50C attain that level through environmental contributions, rather than straight CPU wattage from within the cooler. 980 Ti x 2 will get your entire case to 50C without some careful measures. Cooler too.

 

For the second, I can't remember what CPU you have mated with this. Most 95W TDP CPUs (4790K, 6700, 7700, etc) will give you a +4-7C idle coolant temp above your room temp. Then a +6C (voltage dependent) rise in a CPU only stress test. The biggest rise usually comes in combination CPU + GPU loads, like gaming. You might see +10C, most of which comes from a rise in case ambient temperature rather than actual CPU activity. Above all else, your room temperature has the biggest influence on everything else. In temperate climates, you will see flattering results in Winter and then a somewhat disheartening change come hot Summer. If you are in Northern Brazil or anywhere else tropical, the seasonal changes aren't there and you are going to run warmer than that obnoxious guy on the forum who has his windows open in Northern Norway and is bragging about his coolant temps.

 

Look at your deltas or change in from rest to load to assess cooler function. If you have an idle coolant temp of 38C in 20C room, that may mean there is a problem. Same thing with really large increases under load. Going from 25 to 45C is too big a change.

Anytime you go over 40C, you should ask yourself why. If it's 30C in your room, then the reason is pretty clear. If you are in the 45-50C range, you are going to have temperature issues even at mild settings, so some alterations may be needed. Regardless, you should take a hard look at what's going on.
