I don't know how much is inside vs what the TSA max liquid carry amount is, not to mention it's not something they can easily access. I'd be curious to hear from anyone who has experience trying this, or bringing a liquid cooled PC of any kind on a plane as a carry-on though. My understanding is that you're allowed a maximum of 100ml in any one container / item, the One is going to contain more then that. Even if your country allow greater when you're trying to leave the country you're going to be sure that you're not going to get caught out there.
