its showing 1333 because its the default SPD and may not reflect the actual XMP its running at.

why dont you try installing windows with just 4 gig installed @ 1333 then after windows is successfully running shut down and add 4 gig at a time until all 16 gig are in then start to overclock.

Thinking about combining 2 or more sets of ram?? even the same part# is not suggested, recommended or supported.

EVERY TIME YOU COMBINE MORE THAN 1 SET OF RAM, A KITTEN, 2 PUPPIES AND A BABY PANDA DIES.

COMBINING RAM? <-read these-> COMBINING RAM?

Updates :

Note : Bios updated to Latest Version 1203 @ P9X79 DELUXE, Still the same Problem!!, Also Remove 3 Rams and let only 1 4GB runs @1333 one time tested Also @ 2133 one time tested for windows Installation and still the Same problem!, Only there are 2 steps not tested until now the Changing the SDD Samsung Drive & Testing the Ram with memtest86+ , So will do that tomorrow morning,

Thanks to all of u guys to show me your Help and suggestions, Will back with any updates...

Edited : Problem Solved cause I was putting the USB of the Microsoft Combo in the Blue Port and not the Black Port in the Back side , just moved it and Installing Now :)
