GS800W on a new build - restarts, won't post
Would like confirmation that it's the PSU before I send it back and request a replacement.
Motherboard is an MSI Z77A-GD55 with an i5 2500k. With the PSU plugged into the motherboard/cpu and the H100 liquid cooling only, it boots, fans whirl and lights up for about 15s - long enough to get the 3 long beeps for no RAM. Then it powers down and restarts, and continues to loop until I force shut down with the on-board power button.
All parts are brand new.
Side question: Will the Corsair XMS3 16GB (8x2) work with this motherboard? It's not on the recommended list on your site.

Corsair XMS3 16GB (8x2) is too generic. What's the part number of the memory in question (or a link)?

Might want to see if there is a BIOS update for your MB too. That may fix the ram problem. Also try getting the machine to post with just one stick at a time to see if any one of them is to blame.
If all sticks do not produce a successful POSt then there is something wrong with the MB.
This does not sound like a PSU problem at all.

You don't understand, I've tried to test the RAM. In fact, I thought it was the RAM, so I ordered replacement RAM and tested that too, and I was worried about the RAM, because when I test one stick at a time in the first DIMM1 slot, I get no new sounds. From another site, I found this "silence" could be a "rare problem of the RAM shorting the PSU"...
But in testing the RAM I completely overlooked the fact that it never stops restarting. It won't stay on. Even if it beeps, should it not stay on and keep beeping? Maybe it's not shorting the PSU; maybe the PSU is not putting out enough power in the first place?
This is my first build, so please correct me if I'm wrong, but when I hit the power button with the PSU connected to the motherboard/cpu, it should stay on until I turn it off. When I add the RAM, if everything is still fine, I should get new short beeps. I never get new beeps, even with replacement RAM.
It doesn't make it to POST because it doesn't stay on. I don't know enough to tell if it's the motherboard or the PSU; at this point I've already replaced the RAM with the same results, and I feel it's got to be one of those two.
Read another post with a similar issue, except he never got beeps at all and it turned out to be the motherboard. But I get beeps just fine, it just won't stay on. It keeps restarting itself every 15s, non-stop, without fail.

Try the paper clip test out lined in the sticky's above. If the PSU stays powered up then i would replace the MB.

Are you trying to start the computer without the RAM installed? If so please connect all necessary connections with the RAM installed and see if it will POST then and stay powered up.

Thermally controlled Fan
On the GS800 the fan should be ultra quite but I don't notice any change in speed from idle through to gaming.

is the fan monitoring turned off in the bios? if you are watercooling and no fan is plugged into the cpu fan header the PC is trying to protect itself by shutting down.
