I just tried on Win 10 (1803) using FF 63.0.3 and 64.0.2, Chrome 71.0.3578.98, IE 11.523.17134.0, and Edge. None had any issues creating a ticket. Tickets are coming in at their normal rate.

You can't pair with two dongles at the same time, but you could re-pair it over and over. Moving the dongle would be quicker IMHO.
