Exclamation Cannot startup Windows due to RAM

Biostar TA890GXB HD Motherboard. So I have these 2 x 2GB RAM on my motherboard. I cannot load Windows 7 without resetting the CMOS settings every time or taking out a stick. I have returned this RAM twice already, sent in my motherboard to Biostar and they said everything is tested and passed fully functional. So, the main problem im having is not getting to turn on the PC without restoring settings which I have to do everytime I turn on my computer. I talked to my motherbaord company and they told me some BIOS information and had to contact my RAM manufacture which seems to be why my computer isn't working. Before I had blue screens revolving about the RAM, even when I got 2 brand new ones. I did the memtest86 and I didn't get any errors if I tried one piece 1 by 1. But, when I do the memtest86 with both sticks in, I get about 140,000 errors. I have tried moving them into different slots while running the tests. So, I need to find out the right configurations so I can get my PC running. Thanks
