TX750 W trouble shooting help?

Hi there,

I tried the paper clip test since my system is no longer turning on. Does fan "spin up" mean that the fan should run constantly. When I short green - black, the fan does about a quarter turn and then stops with the green and black still shorted.

Is this RMA worthy? I don't want to go through the RMA process if that is normal.
